No, because the baseline is set only at the time of joining the mechanism, so if one joins at the time of certification, the baseline should be set in years n-2 or n-3 (where n is the year of accession and therefore of certification) as required by the regulations.

Is it possible to buy a package and then switch to another?

Yes, but at the time of joining, the products / sites for which the baseline is required are specified on the contract, and only those can be certified. If you want to increase the number of sites or products for which you want the certification, you can extend the package but the baseline for additional sites / products will be set as per specification.
